ANTI-CORRUPTION POLICY

The non-profit organisation ‘Returning to Yourself’ (Odessa, Ukraine)

GENERAL PROVISIONS

This Policy sets out standards of ethical conduct and measures to prevent corruption within the activities of the NGO ‘Returning to Yourself’. The purpose of this document is to ensure transparency in the use of donor funds and the implementation of rehabilitation programmes for veterans.

THE ‘ZERO TOLERANCE’ PRINCIPLE

The NGO ‘Returning to Yourself’ adheres to a policy of zero tolerance towards corruption in any form. The organisation prohibits its staff, volunteers and partners from:

  • To offer, give or promise bribes or any unlawful payments to public officials or private individuals.
  • To demand or accept gifts, services or monetary remuneration in exchange for the provision of rehabilitation services to veterans.

PREVENTION OF CONFLICTS OF INTEREST

  • Staff members are required to immediately inform management of any personal interest when selecting suppliers of medical equipment or services.Співробітники організації зобов’язані негайно повідомляти керівництво про наявність особистого інтересу при виборі постачальників медичного обладнання або послуг.
  • Decisions regarding procurement may not be made by individuals who have family or business ties with the supplier.

TRANSPARENCY IN PROCUREMENT

To ensure the effective use of funds allocated for the rehabilitation of veterans:

  • Any purchase of goods or services exceeding 50,000 UAH must be made through a competitive tender process (involving a comparison of at least three commercial bids).
  • All financial transactions are conducted exclusively by bank transfer via the organisation’s bank accounts.

TARGETED USE OF FUNDS

Кошти, отримані від міжнародних донорів (включаючи ватиканські організації та фонди підтримки ветеранів), використовуються суворо за цільовим призначенням. Будь-яке нецільове використання коштів є підставою для негайного звільнення відповідальних осіб та звернення до правоохоронних органів.

WHISTLEBLOWING MECHANISM

The organisation guarantees anonymity and protection for individuals who report instances of corruption. A dedicated channel has been set up for complaints and reports:

LIABILITY

The Head of the organisation is responsible for ensuring compliance with this Policy. Upon joining the organisation, every employee signs a declaration undertaking to comply with anti-corruption standards.
